During July, the Home Builders Association of South Carolina and The South Carolina Department of Health and Environmental Control held forums to clarify issues associated with DHEC’s General Permit for Stormwater Discharges from Construction Activities, effective January 1, 2013. The forums were held in Charleston, Columbia, and Greenville, and drew a large number of participants. This was a great opportunity for individuals in the building, development, and construction industries to come together with DHEC personnel, local officials, and representatives from various MS4s to discuss the new general permit for stormwater discharges from construction activities.
Each meeting started with a presentation by Ann Clark, Director of Stormwater, Construction, and Agriculture Permitting at DHEC (a link to her presentation is below). This presentation included background information on MS4s (Municipal Separate Storm Sewer System), changes to the new construction permit, permittee options, updates on inspection changes, and more. This presentation was generally followed by a question and answer session that allowed builders and local officials to obtain clarification on specific questions.
Overall, the forums were a huge success. The HBASC would like to thank Ann Clark and the rest of the staff at DHEC for the hard work they put into each of these events. DHEC was willing to work hand-in-hand with the HBASC to plan the events, prepare materials, and address concerns of the building and development industry. Without their help, these forums would not have been such a success.
